A hone that has spring loaded hone stones will never hone a round bore out of a less than round bore. It is good for breacking a glaze on the cylinder walls. A micrometer dialed hone like the one that I use, makes a percectly round cylinder without taper. If the wear is all on the bottom of the Stanley bore like described, true, a rebore with a boring bar is the only choice availalbe to return the cylinder to perfectly on center again.
